Multi-tier halls: Basically you buy lower end halls (a "Camp", a common house etc) if that's all you want, or if you're so inclined you could buy the larger full scale expensive ones. Perhaps a number of members could be required to obtain certain halls (prestige halls?)

Personally, this comes into mind because my guild / friends don't really do the PvP aspect of things, and the guild halls in GW now are just so massive that we don't really utilize them. Currently, something like the size of Temple of Balth is enough for our purposes and would be great to have something along those lines for personal use. At the same time, for those guilds that have huge numbers and do engage in heavy PvP or other events, it would be nice to have some kind of citadel or castle or what have you that encompasses the guild members need for a town as well as a symbol of pride.

The gist of the above is that halls can be upgraded or located in more central locations if favor is earned.

Start simple, upgrade the same hall as you go (towers, buildings etc). Also different guild types by the guild's purpose.

There was a third suggestion related about separating PvP and halls that also can tie in.
