To make npcs seem more lively, they should have a set of routines to perform daily at certain times of the day like real people. For example, a bar may close at a certain time of the day during which all npcs in the bar will leave the and head home or where ever. This would be a daily routine. Maybe some bars will close later than others, who knows. This will add variety. Giving npcs daily tasks adds a sense of realism and liveliness to the game that many classical rpg/adventure games share the mechanic of. This also makes use of the day and night cycles of the game too in addition. A calender of events can be held also too as a part an npc's daily set of tasks. Things like festivals, holidays or celebrations can be held for instance. Sports of certain races could be held on certain days of the week for others to watch as an event if it may be. This will help breath life into characters who would then otherwise remain unlife-like and boring if just left alone. This can also play into world events too for passerby's of the npcs that need help at certain times of the day, like a farmer who may employ players help to feed his cows at their feeding time or perform any one of his other daily tasks. Small or side events can occur based around these tasks and routines too. And for added rewards, a event task could even take a week to complete because an npc may perform a event task required routine only once a week causing a weeks delay before the task can be completed. These are just some examples of what can create npc liveliness and more player interaction in the game that developers could added or implement.
