Profession-independent party speed boost

Currently, there are five skills that provide a party-wide speed boost. Two are elite and all five are linked to an attribute. That makes sense in PvP, where speed boosts are a tactical consideration, but speed boosts in PvE are more a matter of convenience. In other words, one should not be required to invest in Command or Tactics purely for the sake of more quickly covering large stretches of empty terrain. I propose a skill along these lines, linked to a title track and no profession:

Shout. For 5...10 seconds, allies in earshot move 33% faster. Ends for an ally if that ally hits with an attack.
