A great skill for guild wars 2, would be a skill that interrupts a spell, and that spell is cast on the caster. This would most likely be a skill for a mesmer like profession. If a powerful ele is about to use a total annialation skill on your most powerful party member, someone could use this skill and kill the caster. This would most likely be an elite skill because it could easily kill a caster. It should take thirty seconds at least for it to recharge, and cause the skill it interupted to take an extra ten seconds.
