Seeking blade is a very underpowered skill. ~+5 to your auto attack damage, with a conditional chance of inflicting a bleed. Suggest changing functionality to "If this attack hits you strike for +damage and your target begins Bleeding for X seconds. This attack can not be blocked."
Providing both its small +damage and a condition will elevate this from a non-skill, to a reasonable decent working class skill that would possibly see play.
