Revamp Smiter's Boon (PvP) to imitate the behavior of Boon Signet.

Whenever you use a Smiting Prayer skill on a foe your next Monk spell that targets an ally heals for 5...38...45 more health.

-This change will limit Smiter's Boon benefit by the cooldown of offensive Smite skills and encourage criss-crossing of monk skill lines as the extra heal benefit all Monk spells.

• All Skills targeting a foe triggers the effect of SB. All Monk spells (includes Smiting Prayers, excludes signets) trigger the additional heal, unlike Boon Signet which only trigger on heal/prot spells.
