Let PvE characters use Tolkano on customized weapons. They can't be traded away and it's usually harder to work up the coins for a given item on the list than it is to earn that item the "regular" way. More importantly, there are items on the list that you can't get the regular way, and which will never be used in PvP because nobody is going to waste time and effort getting items for characters whose sole purpose is to be deleted and recreated at high speed.
