I'm not sure how much these skills get used since the nerf (I'm sure the devs have stats tho), but I kinda enjoyed using Volfen and Raven Blessings before Ursan abuse brought the nerf. I'm not saying they were balanced, just I enjoyed using them and now they're not worth both a PvE and Elite skill slot, imo.

My suggestion is to make them more like Dervish forms (which essentially just buff), and not replace your skill bar. Obviously, keep the versions in the Norn primary quests as they are. I would even suggest making them non-Elite, but scale their power appropriately. This is why I provide no hard numbers. I use the convention N..N to mean a range of numbers linked to Norn rank. The variables are meant be different between skills, eg. A..B in Raven is not the same as A..B in Volfen. I just don't want to run through the whole alphabet. I've tried to make it so the blessing might be useful to multiple professions each.

Raven Blessing

(Elite?) Form. You take on the aspect of the raven. You have A..B% block chance. Your skills steal C..D energy and have E..F% chance to cause Blindness on targeted foe.

Volfen Blessing

(Elite?) Form. You take on the aspect of the wolf. You move A..B% faster. Your skills recharge C..D% faster(1) and have E..F% chance to inflict a Deep Wound on targeted foe.

Ursan Blessing

(Elite?) Form. You take on the aspect of the bear. You have +A..B maximum Health. Your skills do +C..D%(2) more damage and have E..F% chance to cause Knock Down on targeted foe.

Just to be clear, the condition inflicting effect only applies to the targeted foe you use a skill on. If it is a skill with an AoE effect, the chance to inflict the condition only applies to the actual target. Also applies for the energy drain in Raven. The energy drain should be fairly low, eg 1..2. In fact, I don't think any of the ranges should be too large in value.

(1) - this doesn't really help adrenal skills, but giving an adrenaline boost might be too much?

(2) - % damage boost may be too abusable, perhaps a flat +C..D damage (no percentage).

I haven't given a duration, recharge or energy cost. I'm sure that's best determined by the devs if they want to go through with this suggestion. I would suggest, if they remain elite, not to go the route of long durations with long recharge.
