Movement in combat is very important to me and I am glad Arena Net is including dodging in Guild Wars 2, but from the videos I have seen of people playing the demo I keep getting the feeling that it is awkward to have it so limited. What I am seeing is that dodging costs a lot of energy and attacks cost very low energy. I have some suggestions that I feel might make combat more fun.

1. Lower the cost of dodging by a lot. For me, dodging makes combat a lot more fun as it requires skill and creates tense battles. This also allows lower level players to stand a chance against someone higher than them if they are skilled at dodging and attacking quickly through the target. You can raise the cost of skills a little bit higher than dodging to even it out.

2. Armor and dodging. It would be great to see a difference in the three different armor sets and movement. One way to do this is by making the cost of dodging for lighter armor wearers less, and raises a little the heavier the armor. Having a lot of damage resistance on the heavy armor classes will make up for the not as frequent, but still pretty frequent, dodging. This will make it so you do not have to raise the damage of lighter armor classes, so every class can have equal dps, but still have equal capabilities of staying alive.

3. Faster Energy Regeneration. There are two ways i can think of: Just making it recharge faster, or putting points from leveling up into a faster recharge.
