I, personally, have always wanted to have an armored event mask for PvP. If I could be a necromancer using a 60 armor Zombie Face Paint, a monk using a yule cap, or an elementalist wearing a Dragon Mask, it would be extremely fun. I believe this wouldn't be in any way over powered, as the hats are customized anyway for the PvP Character, so it would just be fun, and I don't believe it would take too much effort on the part of the scripters in charge of the project.
