Honestly, this is more of an assumption than a suggestion, but don't get me wrong--It is a suggestion, too.
I think that what is meant by "World PvP", in conjunction with the fact that both "World PvP" and the "Dynamic Events" systems have been stated to be where "Anyone can actively participate in them", that World PvP will be where, in certain worlds, you can have multiple choices in an "Event", where two players can choose to be on one side of the event against another player on the other. For example, one person might decide to defend a skritt fortress, while another person may decide to besiege that same fortress. The players would then play out the game and fight on either side.
If that isn't what it's going to be like, then I suggest that it will be.
