While walking around yesterday, I was thinking about Guild Wars 2, and instantly thought about teleports. Now, some classes have instant-movement skills like Ride the Lightning or the Thief's shadow-steps. At least some of the caster professions should have some ability to have mini teleports (with a fair amount of energy use), if either by major trait (like Arcane line for elementalists), or by a toggle or usage-based utility.


The way I envision it, it would affect your dodge ability, making it consume more energy, but allowing your dodge to be an instant move (short distance), and even allow you to activate it while casting (so you can move out of the way with some of those longer duration casts). The increased energy cost mixed with the short duration means that it wouldn't be abused for movement (running would still be better when not casting), but it does mean that it can be used to dodge attacks at a last second, creating an ability to avoid even some melee attackers from a major attack by a short-distance teleport sideways.


It's hard to think how this could be balanced for PvP, so I think it would be fair to just allow this in PvE. Alternative options for a PvP version include: increase the energy cost; limit its usage to less dodges; make it consume energy while toggle is active.
