TNTF buff would encourage Paragon use

Paragons aren't accepted as anything but Imbagons.

Reduce recharge along with toning down "Save Yourselves!"

4 seconds and 1 second for every 2 ranks means at 16 leadership (unreasonable), it lasts 12 seconds. By reducing recharge to 15, there's more party heals available to Paragons and more damage mitigation against armor-ignoring sources.

Option 2: Increase heal

45...80 would make it in line with the popular Protective was Kaolai.
