Paragon anthems already have cast time

Paragon anthems (and echoes) have cast time, but they also have aftercast. Removing aftercast would make motivation paragons more viable, along with skill tweaks. Shouts are very powerful since they are instant (can't be interrupted) and don't take away from autoattack adrenaline and DPS.

• The only Motivation skill without an aftercast is "The Power is Yours!", seeing how "It's Just a Flesh Wound" is typically used on N/P (even in PvP).
