Tweak so that it is more usable[edit]

Heals target ally within earshot for 40...88...100. Cannot self-target. Casts 50% faster if you are nearby target ally.

Made range clause different
Allows for 1/4 cast for nearby allies under Healer's Boon, though 1/2 second is pretty un-interruptiblw
