I suggest there should be a true stealth element in Guild Wars 2.

Rouge professions such as the assassins, should be able to hide and sneak around, coming out of the shadow and striking. Or avoiding combat completely, and instead of killing a boss for a quest item, pick pocket the boss instead. Maybe also includes the possibility gaining honor points and title for successful quests or missions done where the PC (Player Character) is never detected.

Here is a how it might work.

Hiding behind objects such as walls and trees would make a character drop off from radar. In addition, other players and NPC (None Playing Characters) would not be able to see the hidden characters because they are behind an object. The view would be block.

There would also be a stealth skill to hide in shadows or camouflage, and this too would drop the character from radar, in addition, to making the character invisibility or hard to detect by other Player and NPC. If the character in stealth moves while in line of sight of a PC or NPC, then the stealth character would be temporarily visible, and would temporarily show up on radar, for the character observing the stealth character. Line of sight is measure from the direction a character is facing, and not the camera position, because some player may play in 3rd person with the camera zoom back.

Hide in shadows or camouflage skills ends prematurely if the hidden character interact with any skills except other stealth skills, interact with any noisy objects, take damage, or attacks. Interacting with skills includes any kind of interaction, suck as using a skill, or a skill is use on you by an ally, foe, or environment. Interacting with noisy objects includes bumping into the objects or using the objects. Examples of noisy objects are big crates, rusty treasure chests, and other characters.

A good example of true stealth works would be the game Thief 3 Deadly Shadows (Thief III).
