These are possibly the quickest and easiest fixes you could implement to make Embark Beach what it was originally meant to be.
First off, when you spawn in this town, you should always be within compass range of the ship.
For ease of teaming up with other players...
Add these items to the Party Search (like Mission, Quest, Hunting, Trade)
Zaishen Mission
Zaishen Bounty
Zaishen Vanquish
That way you can form parties right there in Embark beach, without traveling to the daily outpost.
For ease of travel...
Put Tyrian and Northern travel NPCs in the ship, to the left, and
Put Canthan and Elonian travel NPCs in the ship, to the right.
This has the bonus that lost players, who got to Embark Beach accidentally, will instinctively go to the ship in hope of being able of getting out of there.
For less visual clutter...
Put the zaishen quest NPCs to the right of the ship.
Put the coin reward NPCs to the left of the ship.
