Reducing an opponent's energy either directly or through energy degeneration is rarely used in PvE. Battles are too short and enemies have too much energy and energy regeneration to make this an effective shut down option.

This leaves many Mesmer skills, as well as a few Necromancer and others, not desirable to use in PvE.

I propose that most skills (Ancestor's Visage is used in some farming builds and is quite effective as it is) that reduce an opponent's energy should reduce more energy than they currently do in PvE. Skills that do something else based on how much energy is lost, like Energy Burn or Ether Nightmare, would need to be adjusted so that these secondary effects aren't made more powerful.
