PvE or PvP toggle option in guild halls

Guild halls are used as planning areas for both PvP and PvE outings. There should be an option for skills to appear in their PvE or PvP versions while in the guild hall.
If it isn't possible to have some people under the effects of PvP (effect), and some not in the same area (or whatever internal mechanic handles this), then perhaps the guild leader and/or officers would be able to set which the guild hall was via the guild lord.
