My suggestion for the Energy is simple and has 2 ideas.

As we all know, the problems with using consumables like the Energy Potions are at least 3:

1- necessity to buy them all the time in order to play, forcing players to stop "having fun" because they got out of potions and need to go buy some more in the city;
2- advantage/disadvantage between players considering they might have different quantity of potions, giving an edge in playing for more time to those that have more (whether the players are in PVE or PVP).
3- The exagerated usage of potions (key-spam) in order to never die. In a lot of MMORPGs, players tend to use as much potions as they use skills. Something is odd in this kind of gameplay. (-.-)'


To fix the 1st problem, I present to you the "Potion Shop Window". The players have a window where they can buy the potions when they are playing the game. They need to be ou-of-combat and can only use it from time to time (30mins/1hour interval maybe?).

The 2nd and 3rd problems are easy and we see them in a lot of games. Just give players a relatively small amount of potions (5 or 10) that one player can carry, the same amount to all players. Making it the same to everyone gives players the balance in consumables needed to forget about advantage/disadvantage, and the small amount of potions a player can carry makes players to manage their Energy, instead of spamming potions.

NOTE: I'm against the idea of recharge in potions. Players learning how to use a few quantity of potions gives them their own pace of playing the game. They might want to use 2 potions in a row, but that might have consequences later when they see that they should have only used one or not used any. Giving a minimum amount of time where they can't use it is restrainning the players from their hasty actions and what consequences those might have.


Crossing these ideas together: the "Potion Shop Window" has available the same maximum number of potions a player can carry (5 or 10). Of course, the max number of potions a player carries has influence on the time of inactivity of the "Potion Shop Window" after is used, in order to balance the gameplay. All this has an impact on the player, making him wonder: "Using a potion without thinking would be a waste since I can only use 5/10. I will use it only if I really need it .....(later) now I only have 1 potion, shouldn't have waisted some of them so fast (something to learn for the future). Should I use it now, or later? I hope a potions drops from mobs or my "Potion Shop Window" gets available again. I will have to use it well and learn this for the future!".

And with this, players can continue doing events and other things for more time, when learned how to use them properly for a long term.
