I'd like to suggest the addition of three new NPC's to the guild halls, and I'll explain each one below:

Costume Maker
There's one in LA, Kamadan, and Shing Jea Monastery, but people don't always want to have to go to one of those three places to get their outfits. So I think this would be a nice addition to make it easier and more convenient for people to get costumes for their characters, especially since there's already a festival hat maker NPC available for guild halls. This would just compliment that existing NPC since they go together so well.

Environment Switcher
What I mean by this is an NPC that would allow the guild leader to convert the environment of a guild hall from its default PvP setup to PvE and vice versa. This would let guilds themselves decide how their guild hall will be, so that largely PvE guilds can have a hall that is suited to their needs and which allows them to see the PvE versions of their skills rather than the PvP versions. It's inconvenient that currently you have to map out to somewhere else if you want mess around with your PvE build, but sometimes it would be nice to do it in the quiet of your own guild hall instead of in a bustling outpost.

Holiday Decorator
This would be the most intensive one to have, simply because of the work involved in making it happen, but I think it would be a nice touch to be able to have an NPC that a guild leader or officer can talk to which would allow a guild hall to be decorated for a particular GW holiday such as Halloween, Wintersday, Canthan New Year, etc. Existing art assets that are already used to decorate the Eye of the North, Lion's Arch, Kamadan, Kaineng Center, and Shing Jea Monastery for their respective holidays could be reused for this so that no new art assets would need to be created. That would cut down some of the work, I think, and the NPC would have the option of having the decorations on or off so that those guilds who don't want to use them don't have to but those that do want to add a festive touch to their guild halls during the different holidays can do so.
