Change on item replacement policy for hacked and stolen accounts.

For players that have legitimately lost their accounts due to security issues at arena net servers or some other sort of hacking, there should be an item and coin replacement policy. Now I realize that it would be difficult to restore all items, but maybe there is a way to reboot the account by a week or two depending on how long ago the account had been taken. Or at the very least, return of coins or ectoplasms which are easily replaceable for the gms without much trouble.
