Non-combat Weapon Swapping for Elementalists and Engineers

Emphasis on "non-combat." Other professions make use of weapon swapping to allow them to adapt to situations, or just access more skills in general. It's effectively a combat mechanic for them. Elementalists and engineers have affinities, kits and belt slots, granting access to many skills without the need for weapon swapping. While I'm not sure if giving them weapon swapping would create an imbalance, it's not something that seems necessary and it's not what I'm suggesting.

What I am suggesting is that both professions are given a second set of weapon slots, allowing them to equip an alternate weapon or set of weapons, just like the rest of the professions. The catch is that they can only make use of the swap function out of combat. If they attack an enemy, or are attacked, or are fleeing and still in combat, the swap function isn't available to them, maintaining the current restriction in combat.

This could be taken a little further with a 5-second cooldown after swapping out of combat to prevent spells from being cast with one weapon set followed by a weapon swap before they hit. 5 seconds should cover any slow-moving spell, and it's short enough to not be inconvenient should a player decide to swap back.

Elementalists and engineers can currently do this, just with a minor inconvenience. They can open the character or inventory windows and double click the desired weapon or weapons, which can only be done out of combat. My elementalist is usually using daggers, but I carry a staff with me for events. My engineer is usually using pistol and shield, but sometimes I like to use a rifle just because it's different. It'd be nice if I could just equip both sets, even if I can only swap out of combat.

Allowing this to be done with weapon swapping, still out of combat, would introduce no imbalance, it would just give those two professions the same out of combat convenience that other professions make use of.
