I find myself swapping weapons in town for no other reason than to get swiftness while moving around, the scale of the cities is good (so you want to move faster). When you can get a move speed increase for free, not doing so seems silly but swapping weapons around (especially before you get other sets) is needlessly awkward.
I'd suggest giving swiftness with indefinite duration while in towns (lost when zoning) to prevent needless use of skills, especially with no mounts planned.
Exploring further, there are NPC's that provide a buff like this; Though they are not mentioned in any dialogue boxes nor do they show up on the map/minimap, both would be appropriate if the current system is still desired. (other important NPCs should also be flagged better, such as tool merchants)
