From Jon Peters, latest Guild Wars 2 article Play Your Way. After a character has spent their trait points, they can visit a trainer to reset their traits and refund their previously spent points for a small fee.
Dear Jon Peters, I would like you to address the following problem that we foresee for the fee.
1. Helping out people. Currently running Support build.
New Player: "Hey, can you help me? This boss does way too much damage, we need a Tank. Please?"
Veteran: "Wait, I have to change build to help you. Oh wait, I gotta pay gold to help YOU out? And after that, I will have to pay gold to change my build back? Sorry buddy, maybe next time I load my Tanking build."
2. Run-around Jerks
Me: "Hey, can we go do this dungeon together? Here's my Support build."
Player1: "Sure, but your build is centered around Support, but we need Damage here."
Me: "Okay, I'll pay the fee to change build. Done. Here is my Damage build."
Player2 just arrives: "Wait! I can do more Damage than you, how about you Tank?"
Me: "Okay, I'll pay the fee to change build. Done. Here is my Tank build."
Player1(was AFK): "My friend is coming in 5 minutes to Tank, err sorry bro, we dont need you anymore." *Kicks me out of team*
Me: "Wait, did i just spend money for nothing? Wait! I have to pay the fee again to load my Support build again?"
The following contradiction applies:
If the trinity of Damage/Tank/Heal still somewhat applies to the game, then you are making those who want to fill certain roles have to pay to help others. Everytime my friends show up online, I will switch builds because I support my team more effectively when i play Support. Everytime my friends are offline, I switch to Damage build so that I can solo areas where my friends are not here with me. Are you telling me that Everytime i swap around i have to pay the fee?. Regardless of how small the fee is, it is a concept that does not reward. You are punishing us for swapping roles. You are punishing players for testing out new builds.
If you really removed the trinity of Damage/Tank/Heal, then the above does not apply, however it makes attributes completely obsolete because a character at 0 Power will be able to fill DPS role as good as a character at Max Power.

Can i Tank at 0 attributes?
If Yes, why do i need to maximize survivability then? = Attributes dont matter.
If No, then the trinity exists, Pay the fee every time you switch to one side of the triangle.
Suggestion is simple: Remove the fee.
