Feedback:User/Previously Unsigned/PvP Rewards/Skins Unlocking Workaround

Problem: When you buy a PvP reward/skin from Tolkano, it is not unlocked like runes, skills, and mods. To add insult to injury, it is automatically customized to that character as well. Originally the plan was to have skins be unlockable, but they were not able to code the PvP Equipment Window (PEW) to support this (I know I read this from a reputable source, I just have to find it now). I thought of a workaround that would make PvP Rewards act if they were unlocked and require no coding of the PEW.

Solution: Make an NPC similar to the Festival Hat Collector except for PvP rewards! After you buy things from Tolkano, you can show them to new NPC and in the future he can create that skinned weapon again. Then things you buy will act like they are unlocked. You can continue to modify them with the PEW like normal. He would not apply the skin to an item you have now like Tolkano does, instead he will create a new item like the Festival Hat Collector does. I know it's not that simple to code but the Festival Hat Collector is something they'd have experience with and could be easier than creating something entirely unseen in Guild Wars.

Forseeable problems: Would the NPC make weapons that already have the mods in them from the time you first showed them that skin? If that is the case, they should only look at rewards that have no mods on them so they can only create clean weapons which are modified after.
