My suggestion is to have some kind of missions where you get teleported/transported to a special level where you complete a mission and gather info needed to advance in the game. Of course when every one is going to the same level it wouldn't be so interesting so I came up with some examples for each race:
Sylvari: 'The Dream' Level
Asura: Time Traveling
Human: An Illusion level which you're brought into by a NPC Mesmer
Charr: Couldn't come up with anything for them, sorry
Norn: A trip through the spirit realm
The purpose for these 'trips' can be to look for a way to defeat Zhaitan or 'The Dragons' in general... of course this could be used for many things
