A Zaishen Vanquish in Luxon or Kurzick areas rewards the corresponding Luxon or Kurzick faction. Most players are only interested in one or the other. I suggest changing all the ZVs that reward Luxon or Kurzick faction to reward the equivalent amount of Imperial Faction instead. This would make the Vanquish rewards more accessible. It would provide a PvE mechanism to obtain Balthazar faction, but the conversion discount makes this less effective than the existing Zaishen elite challenge.
