I suggest expanding the role of the Festival Hat NPC by making it possible for players to obtain hats of past events. Let me first explain why. As Guild Wars is slowly drawing to a close, this would be a gesture of goodwill towards players. There are countless players who would jump at the chance to get the hats of events they missed out on.
First of all, there are those players who weren't in a situation where they could attend, or even just leave their pc on and afk to get hats. People who say you should just 'get your priorities straight' obviously have no understanding of how life just won't let you do that all the time.
Second, there's the issue of new players. They will never get a chance to own certain hats, no matter how much they want them or how hard they want to work for them. The times I've had to tell kids they could never get that cool witch hat or the pumpkin simply because they weren't playing the game back then. It really sucks. The hats commemorate an event, that's true, and they should be made available for a limited period of time, that's true too. But make that time longer than a few days then, and make them available again for a limited period of time, like once a year during GW's birthday for example. As it is now, it's causing a great deal of frustration to players.
People will object to this by saying the hats are about exclusivity or showing that you've been there. That's true, but there is *more* than enough exclusive stuff already to show off that you're elite or that you've played the game for years. And all those titles and items, even the most rarest of weapons, are obtainable for everyone, if they just work hard enough for it. You don't dangle candy in front of a kid and then say, "oh I'm sorry you can't have that, you weren't there." That's just not right. Rather I think sending the message to kids "you can have what you want if you work hard for it" is better. It may seem silly to elaborate this far about hats, but people influence children in countless ways they aren't aware of. It's not so trivial as it looks. It's not fun like this, and hats should be about fun. Everyone should have a chance to show them off.
It's been a long-standing tradition, but when a tradition creates frustration, it's time for change. And there's been too many appeals for this change to just ignore it. You can't selectively listen to one part of the player population and ignore the other. It's not like we're asking for something that will unbalance the game or benefit a certain group of players. The hats don't have any value except enjoyment, so give that to everyone.
That's why I'm suggesting to give the NPC quests that you can fulfill in order to obtain the hats, or set an amount of money for it. Whatever criteria you want. Make it a very difficult quest chain, make it expensive, whatever needs be, but give people the chance.
