I propose that legacy Festival Hats are offered in the in-Game store for purchase.
It's kind of a shame that pretty much the coolest/best hats are dated back from '05 and '06, pre-Nightfall when I and many other players had not even purchased the game yet. I don't think it's fair to not own a Yule Cap, Wicked Hat or Pumpkin Crown because we missed the first 2 years of the game. We newer players love the game, we care about character looks and we deserve to have access to all content too.
There's also the case of people who actually had the hats from '05 and '06 but threw them away before the Festival Hat NPCs were introduced - so even though they participated in the events, they can no longer make the oldest Festival Hats (this happened to a friend of mine).
Last but not least many of us happen to miss a few festivals, due to the finales usually happening over important dates, or holidays that we must travel with family and can't always access a computer (and if you try, you get your family yelling at you for being at the computer instead of being with them...).
So I hope a new option in the In-Game Store is added, to either purchase Unlock Packs of legacy Festival Hats, or individual Hats that a player account missed. I'm sure a lot of people would purchase them.
