Low Level NF Endgame Heroes

When a character first finishes Nightfall, they have the option to pick up quests to unlock heroes from the alternate storylines not followed. For example, one of Margrid/Master of Whispers will be available, one of Norgu/Goren will be available, and one of Acolyte Sousuke/Acolyte Jin will be available.
These heroes will have the same level of experience as if you had unlocked them in the point in the storyline where you originally met them; in particular, the Zaishen Acolytes will be L11, and the other heroes will be L18. L18 is not so bad, but L11 heroes are pretty useless and tedious to level. I'll suggest making the endgame heroes L20 on acquisition [or at least bump up the acolytes to L18].
