I suggest that the Dream of Dreams should exist as a physical place which is accessible to Sylvari in some form. If there is a form of Pre-Searing in GW2 for each race, then the Sylvari Pre-Srearing could take place inside the Dream of Dreams. It could also function like the Realms of the Gods or the Realm of Torment. If a cooperative mission takes place there or it is used as an Elite Area, some sort of Sylvari ritual could be included to allow other races to enter the Dream of Dreams.
