Visions of regret is broken now, so I'm suggesting similar functionality as the old version of Xinrae's Weapon.
Visions of Regret -

- "(Elite Hex Spell) Target foe is hexed with ~ for 3 seconds. Whenever that foe uses a skill, it is disabled on that foe and his allies for 5...29...35 seconds."
When used poorly, this is a much weaker version of Diversion. When timed well and used against the right character, this can give you a significant advantage in a match, and could even have a solid place in pve groups as well as pvp groups.
Another version, but less prone to the problems mentioned on the talk page:
Visions of Regret -
5 ¼ 30 - "(Elite spell) Interrupt target foe's action. If that action was a skill, that skill is disabled on that foe and its party members for 5...29...35 seconds."
