Splinter Weapon

Splinter Weapon was nerfed a long time ago to only deal damage to three targets instead of all adjacent targets. The change came because of PvP use, and the time it was nerfed was before the PvE/PvP skill split. Since the split now exists, I believe that Splinter Weapon deserves to be reverted back to what it was before that change.
