Currently, festival hats are created with 0 AL, and thus will see little use outside of festivals. A system should be implemented to give these masks a workable armor rating and inscribabilty so that they can be used in normal combat.

The idea is simple. Go to the Festival Hat Maker. A new option will be added to upgrade a festival mask. The upgrade would cost some amount of money and materials. The money amount could be something like 5k, and the materials could be some amount equivalent to what you might have to fork over for any other kind of headgear. The festival hat will then be treated like any other armor piece - you can dye it, add runes or inscriptions, and its AL would run on a system similar to how hero armor functions. This would make it so that you only need pay for the upgrade once for it to have maximum effectiveness, and it won't just be a max AL item that low levels can buy cheap for easily exploited max armor.
