Paragons are seeing little use in PvP, because Leadership can't always keep up with their skill use. To remedy this, I'm proposing a buff to their Leadership attribute functionality:

Leadership Attribute

• You gain 2 Energy for each ally affected by one of your Shouts or Chants (maximum 1 Energy for every 2 ranks).

With this, Paragons would become more viable in smaller groups (GvG splits, AB, RA, CM) but it wouldn't increase their Energy gain in larger teams (PvE, where they're decently balanced).

Also, Signet of Return should have its activation time reduced to 4 seconds.
