I always thought that one of the problems with the paragon class was the way their chants worked, I never liked the idea of "1 shot" effects on "bard" classes, I believe they are suppose to give you small benefits over time that nudge your team towards the win.
I suggest to change all chants into small effects that can trigger multiple times...
Finales have been changed to 1 shot effects that require you to remove a chant from allies for them to work
Refrains have been changed to renew if youre under the effects of a chant
