I think Scourge Sacrifice needs to be completely remade. There are so few opportunities where you could actually make this skill useful. This skill should be made to be useful against something else than sacrifice spamming Necromancers which are extremely rare in both PvE and PvP.

You can kill sacrifice Necromancers easily in many other ways. It's not even a Monk's job to act as a shutdown class.

As a cure for the crippled Smiting Prayers line, this skill could to be turned into something more useful and versatile.

I'm suggesting something like this:

Scourge Sacrifice;

10 Energy2 Activation time20 Recharge time

Target foe is hexed with Scourge Sacrifice for x..y..z seconds. Whenever target uses a spell, that foe sacrifices x..y..z % of the spells energy cost in health.
(X is the skill level 0, Y is 12 and Z is 15. These letters can be replaced with a proper number.)
The length of the hex should be close to the recharge. For example, at skill level 15, it would last 15 seconds, while at level 0 it would last only 7 seconds. Sacrificial amount of spells energy cost should be something between 100 (level 0) and 500 (level 15). 500% of a 25 energy cost spell would mean 125 health sacrifice. Knowing that 25 energy cost spells are quite rare and people wouldn't use them while under this hex, this spell wouldn't be too overpowered.

The damage being a Sacrifice effect it would also have effect on skills that interact with health sacrificial.

For example, Ritualist elite spell Offering of Spirit, which lets the caster gain mana in return for a bit of energy and some health sacrifice. However, if any spirits are present, health sacrifice doesn't occur. This means, if the Ritualist is under Scourge Sacrifice and no spirits are present, he would sacrifice the amount stated in the skill description, as well as the sacrifice caused by this hex. However, if any spirits are present, the skill description says: "You do not sacrifice Health if any spirits are within earshot." This means, that the Ritualist wouldn't sacrifice health from neither Offering of Spirit nor Scourge Sacrifice. This also depends if the Scourge Sacrifice actually triggers before the conditional sacrifice ignoral.

Scourge Sacrifice would force target foe to either use cheaper spells (or completely free, like signets) or slow down with spamming (Flare, Ice Spear. The effectiveness of Searing Flames is one example that would suffer greatly from this spell, as it is a high cost, and low recharge spell that people like to spam. As this spell would only affect mostly spell casters (putting aside caster melee fighters.) it would make this spell more versatile than its current version, which is usable on very rare occasions.

Scourge Sacrifice, in a nutshell, would work on actual Sacrifice spells in the same way it's doing now: Target will lose even more health in addition to the health sacrificial, if the spell has reasonable energy cost. However, upon these new changes, this spell would affect all spells, not just Sacrifice spells (even if it doesn't double the sacrifice, it'll still do extra damage if the spell costs energy.)
