Elite Hex Spell. For 6 seconds, target foe's skills activate and recharge 33% faster. When this hex ends, the Elite skill for that foe is disabled (2...7...8 seconds) for each skill that foe used.
- A buff to entice that foe to use skills to trigger the secondary effect.
- Not too strong since there is an opportunity to chain with diversion/shame.
