Ice prison seems to have little use especially since it has a duplicate skill. Other damaging water magic hexes can do a better job of slowing the target. I think its best use right now is mixing it with chilling winds for a long duration slow down. My suggestion is to build on water magic's synergy with air magic.
(Suggestion 1) 10 1 5 Hex Spell (-4...8...9 seconds)Target foe moves 66% slower and one foe nearby takes -15...53...63 lightning damage whenever this foe is the target of a lightning spell. Increases effectiveness and increases synergy with air magic.
(Suggestion 2) 10 1 10 Hex Spell (-2...4...5 seconds) Target foe is struck for -5...34...41 cold damage and moves 66% slower. This hex ends and target foe is blinded for -5...8...9 if target foe takes fire damage. This adds synergy with fire magic and maintains a similar effect to the original skill.
