Just a thought: you are stepping dangerously close to the "Expertise/Ranger skill energy costs" dilemma with your casting times. Casting times of 2 seconds pretty much require either an interrupt prevention or significant spec in Fast Casting, reducing their use for non-mesmer primaries. If you truly want to weaken a skill, make it a mix of cost/cast time/recharge as well as effect reduction instead of making a change that exclusively targets non-Mesmers. - Having gone trough all of the 2 sec casting time skills in my suggestions, Ignorance, Conjure Nightmare and Signet of Disenchantment are the only ones that have had their casting time increased to 2 seconds. Imagined Burden and Energy Drain have their casting time increased to 1.5. Backfire, Spirit Shackles and Spirit of Failure have their casting time reduced from 3 to 2. All other skills with a casting time of 2 already had that casting time. I even reduced the casting time of several skills that had a casting time of 2.
- Altough you say that you need an interrupt prevention at skills with an activation time of 2 or more, it's not like that every enemy in the game caries an interrupt. Also about those skills that have a casting time of 2, i seriously doubt they are played by non-mesmers, well maybe necromancers or flux specific builds but that's about it.
