Cool-Down Time should be indicated in the skill description (recalculated after skill traits are added) ."

All skills currently have a cool-down indicator in the upper right corner of their tool-tip description when hovering the mouse over the skill. It's the little circular arrow symbol with a number beside it to indicate how long it takes for the skill to recharge.

Furthermore, each skill also displays a radial progress meter indicating how long it takes for the skill to recharge after it has been used. I've even seen in some of the BWE videos actual seconds in each skill icon counting down to when the skill will be ready for use again. Is this what you meant when you said the cool-down times should be indicated?

I do agree with you, though, that the cool-downs need to be recalculated after a trait has been selected which may change the cool-down time. From what I saw in the videos, this isn't happening. For example, the necromancer skill "Enter Death Shroud" has a cool-down of 10 seconds. There's a trait which cuts this cool-down time in half. But even when the trait was added, the player's cool-down on the Death Shroud description was still showing 10 seconds when it should have been displaying 5 seconds. The actual skill was recharging in 5 seconds (from what I could see), but the cool-down in the description wasn't updating to reflect this fact. So I agree with that part of your suggestion.
