Sorry I did make a duplicate suggestion like yours (I didn't saw yours untill someone pointed it to me).

hehe, it happens. But yeah, just thought it would be logical. Kamadan in the American districts gets bogged down for those 'passing through' on quests and stuff, plus is inaccessible to those who dont have NF, plus it looks like they got far enough to set the outpost up for the Xunlai Market (using Texmod and one of the Cart files it shows up on the map) so it seems a waist not to do it.
