Well, I know that this suggestion might be hard to read due to the author's grammar knowledge. But after I've read it, it reminded me of World's type of PvP prestige. Contrary to what Nalo092 said, the city (game) pays the owners of the territory considerable amount of in-game money on a regular basis. Now about taking of the territory. The guild members need to defeat both the NPC guards of the city and the previous owners (if the territory was occupied). And intrusion, or should I say, capturing challenges are issued 48 hours in advance (the PvP combat will ensue after 48 hours of guild leader issuing a challenge to the leader of the guild currently owning the targeted territory with the winning guild claiming or keeping the territory). Of course, Lion's Arch NPC guards would be much stronger and considerably more numerous than those of let's say Grendich Courthouse so you get how the challenge-level would increase.
