Actually it already has a 5 second recharge and currently a 1/4 casting time and nearby range. It's the 1/4 casting time that makes it good but it's simply in the wrong attribute line. If it would simply be moved to Illusion Magic it would definitly be used alot more. Extend conditions if you ask me is definitly one of the most underapreciated elites there is.
