- Yeah, you're probably right. Too risky (cost + unknowns >> benefit + audience + income), especially on top of all the other stuff they are doing.

Civ 5?[edit]
Sorta like city states in Civ 5? Actually I think they're doing this even to some extent... there's something about some heroes you have to get together and they join your party and sort of act on their own. IIRC it's even the focus of the storyline. Greep 22:41, 12 June 2011 (UTC)
