Notes that are only relevant to the draft form are shown in italics. They should not be considered part of the proposal.

The current working suggestion is for ArenaNet to create and issue a charter policy similar in form to this one, and not to adopt the exact items listed at this time. Various example items are listed here, some contradicting each other, to generate ideas and feedback.


These are policies that are supported by the direction of ArenaNet rather than community consensus (although some or all may have both). Changes to them can be proposed and discussed, but generally require the consent of ArenaNet before implementation. ArenaNet reserves the right to make changes themselves, but will always consult with the community before doing so.

1. The userbase should manage themselves through community consensus.

2. The wiki will be openly editable by the public (although allowing for specific protections and bans as a practical necessity).

3. The wiki should adhere to GFDL, although also allowing for copyrighted Guild Wars materials.

4. These types of content are prohibited (including links to them or to content that directly supports them):

a. gold-selling & item-selling (for real world money)
b. ways to violate the GW EULA
c. illegal content
d. derogatory remarks about competitor products
e. discussion of competitor products
f. hate speech
g. stuff unsuitable for an ESRB Teen rating

5. Although the userbase is to have a large degree of autonomy, ArenaNet (as the host of the wiki website) must be able to manage its own responsibilities. ArenaNet reserves the right to exercise their authority, with due caution, in these scenarios:

a. Legal issues. (Those that the community can't/doesn't take care of)
b. Anything that requires server-side work.
c. If the userbase fails in forming stable consensus management.
d. Basic website elements? (site name/icons? overall site look-and-feel? legal disclaimers in the footer?)
e. If it's just really, really necessary. In case we overlooked something.
f. At the request of the community (with consensus).
g. Demoting bureaucrats in the case of severe abuse.
h. Managing user rights for ArenaNet staff members.
