Inactivity shall have an expiration time to lose tools

Clearly, the idea that inactive sysops could come back someday and return to help the Community had failed. Since the last time this topic was hot until today and even much back in time...those who went M.I.A. had never shown up again. Sysops must have a time limit and if no activity is seen from them: replace them or cut them down. The idea of keeping them has held the Community back from electing new Sysops who could have done more for us during this whole time. The concept of "they worked their way to earn it and thus they should preserve it" has proven ineffective. There is no point of having several users with a toolbox that can be given to many but non-would use. Hand it to those who we can trust them on now, right now, at this moment.
