Quest Requirements?

What are the requirements for this quest? I have a Prophecies character who I just recently brought over to Factions, and Guardsman Ping does not offer my character any quest. 76.196.1.183 00:20, 14 May 2008 (UTC)

Its not that, it should be something else. I have a Factions character, lvl 19 and can't get it either. Will try to figure the requirements and add them.Eth 20:00, 18 July 2008 (UTC)
