Well, that is very disappointing... I've been there three times now but couldn't find it. I finished the objectives required (seen dialogue 8 and finished battle for LA) I would appreciate any further answer, thanks !

Well, seems like I didn't watch the 8th dialogue until Gwen starts to cry... I found the arrowhead just after :)
